As discussed, we recommend 30-40 plants per lineal metre, based on a gap of 75mm between the pavers.
As your pavers are 200mm apart you'd ideally need 2-3 rows to achieve a finished look straight away.
In saying that, it is your budget vs the speed of full coverage.
The plants will join up. All you need to do is wait and pull out any weeds that pop up.
As mentioned also, you don't need to buy them all at one time.
Start at one end and space them out so you like the look and then purchase more the next day or week.
From your images the soil height is fine. Just remove as much of the existing groundcover / weeds as you can.
I would buy some premium potting mix just to have on hand.
I have included a few images of some that I have planted and replanted over the years.
These areas were planted using the pups (small attached plants) that are too small to sell.
Once you have the knack it is quite enjoyable.
I will also upload a video I've been working on, that is without sound as yet, that shows the best way to plant Dwarf Mondo.
