These tiny bell shaped creatures move the cilia around their "mouth" in a way that creates a vortex of water, making water flow their mouth area to filter feed, while their tail-looking structure usually stays attached to something relatively solid like plant matter allowing it to quickly recoil and expand back into a different feeding place. You can find these in just about any pond.
