The "best" live stream settings will depend partially on the type of content streamed, partially on the hosting platform, and heavily on PC configuration or internet upload capabilities. With upload capabilities that exceed those of the receiving website, like Twitch with its 6-8Mbps limits, the best way to stream for higher quality falls upon spending the "bit-rate budget" wisely.
