No Way is this 2D! Way! Here is a nice technical demo showing a 2D Digital Matte Painting approach to destroy New York city with 3D Fume FX created at Screen Scene by the talented Ed Bruce and Hristo Velev.

Their task was to create an establishing shot of New York being destroyed. They had the test of doing this within 14 days with 2 artists. It was a 2D Digital Matte Painting approach rather than 3D buildings, with the addition of 3D Fume FX.
"I got my hands dirty again and took on the DMP, Animation and Compositing whilst Fume FX specialist Hristo Velev created the dust and debris. We would love to be able to take this shot further given more time. However we"re extremely happy with it"s outcome."
