This special was broadcast to celebrate New Years 2003. It was proceeded by 10 episodes that fans voted to air for the celebration.

And yes, a small portion of this was lost for quite a while, although most of it was available in low-res for quite a while. This complete version was ripped from the POPEE the MANIAX DVD. Only 10,000 copies were made, making it rather hard to find at a low prices as the only place I could find it was on Amazon for $400. I originally only got it for $60. It upsets me that this wasn't included in the "complete series" box set, since these shorts technically count as an episode production-wise.
